The Kanungu District Local Government has announced a special council meeting scheduled for Sunday, August 10, 2025, to honor the life and legacy of the late Dr. James Musinguzi Garuga.
According to an official invitation issued by the Clerk to Council, Birungi Sam, the special session will be held at the residence of the late Dr. Garuga and will bring together top political and administrative leaders from across the Kigezi and Ankole regions.
Those expected to attend include District Speakers and Chairpersons, Members of Parliament, Resident District Commissioners (RDCs), security officials, National Resistance Movement (NRM) leaders, mayors, town clerks, and departmental heads, among others.
The Chief Wardens of Bwindi Impenetrable and Queen Elizabeth National Parks, along with medical and prison officials are also on the invitation list, underscoring the extent of Dr. Garuga’s impact.
The session will commence with the national and East African anthems, followed by council prayers and formal proceedings including the presentation of the day’s order paper.
The body of the late Dr. Garuga will be formally received into the Council Chambers for tribute.
Key highlights of the day’s agenda include: A motion to officially pay tribute to Dr. Garuga, Laying of the national flag and wreaths on the casket, Speeches and condolence messages from leaders across sectors.
Dr. James Musinguzi Garuga was a respected community leader, entrepreneur, and philanthropist whose work had a lasting influence across Kanungu and the wider region.
The event will serve as both a formal farewell and an opportunity for regional leaders to celebrate Dr. Garuga’s lasting legacy.
Garuga died at Nakasero Hospital on Wednesday at the age of 72 after he had reportedly been battling cancer for several months.
He is survived by his wife, children, and grandchildren.
